After sending out an official letter from the Dutch NAC, the KNVvL to the CIVL asking to reinstate the possibility to get a new Women World Champion, this was the reply after their meeting:

“Because we cannot find organisers for a dedicated Women's Hang Gliding World Championship, the next Worlds that takes part this summer in North Macedonia will have, for each nation, 2 spots reserved for women. The eligibility criteria will be the same as for the men, and also the task to fly. If we have at least 8 women from 4 nations, they will be ranked separately so we have a Women's World Champion. If not, they will just be ranked in the overall category.”

“Men or women, team leaders will be free to choose anyone to be part of the team (6 pilots maximum).”

Today there was great confusion early on at the meeting of the heads of delegations. They announced that the scoring system developed by the CIVL, Airscore, had a totally unacceptable failure, providing leading points much higher than the correct values for the pilots who didn't reach goal. They pointed out that the French, who caught this mistake because they were running the SVL scoring system in parallel in the championship,which is not the official scoring program.

The meet organizers didn't want to use fs comp as the GAP 2021 formula used in addition contains known bugs. So we don't have final results on either of the first two tasks. It's been passed on to the jury to decide what will be done. Tomorrow we'll know what the decision is, which is sure to be tricky.

Also heard again a huge discussion about cloud flying as many pilots fly next to the clouds very high. Seriously effects event fair play. The 2022 CIVL rule cannot be operational, besides not having the support of a large part of the most competitive pilots.

It is pretty hard to believe the reports about the rules and scoring coming from the Europeans. A CAT 1 event is only supposed to use tried and tested systems and rules. Airscore, the CIVL's new scoring system, has been in development for 3 years now, but has been almost completely ignored by the paragliding community. So it was quite a surprise that CIVL elected to use it. My quote to Stan just before the event started was "Airscore is the new FAI software, based online, to replace the old FS software. Nobody has any experience with it yet. Expect it to have bugs.". Well, the prediction seems to have been correct.

What can they do about task 1 though. That was marked as Final. We await the jury decision.

As to the cloud flying rule! Well, CIVL did try to use a variation of it in the pre-worlds, but the problems were so great it prompted a meeting chaired by Stéphane Malbos half way through the competition to discuss the failures. It was agreed it would probably not be used in the Worlds this year, and that other methods should be explored in CAT2's first. So it was a surprise to hear that, without trial, they had tried for more cloud flying rule changes at this CAT 1 event.

Lets hope that the event can move past the politics soon, and get back to competition flying at the elite level a CAT1 represents.

I asked Joerg Ewald <joerg.ewald@volirium.com> what he thought about this leading points issue:

Confusion over a mistake in the PWCA scoring specifications that I unfortunately copy-pasted when CIVL adopted the same leading points calculation for paragliding.

Once the dust settled, it was clear that all known programs calculate those weighted leading points correctly. Well, more or less, there are still discrepancies because the PWCA rules leave a lot of room for interpretation.

No Class 1 PreWorlds

For lack of participants (33 pilots registered, not a single entry fee paid), the CIVL Bureau and the organisers agreed to cancel the test event for the 2023 World Hang Gliding Class 1. It was supposed to take part from August 7 to 13 in Krushevo, North Macedonia. For the pilots who want to get familiarised with the area, the site will be available for free-flying at the same period.

The CIVL President apologies for the imprecise writing of the last post. Please disregard it. Here is a more precise one.

CIVL received requests for clarification from Second Category event organisers in regard to the participation of pilots holding FAI Sporting Licences issued by Russia and Belarus.

On February 28, 2022, the FAI Executive Board suspended the NACs of Russia and Belarus. As a consequence, Russia and Belarus cannot organise FAI events and pilots holding FAI Sporting Licences issues by these two NACs cannot compete in FAI events. This is the case for all suspended NACs (currently also Nepal and Bahrain).

The CIVL asked that these pilots be allowed to fly under the neutral flag of the FAI, but it was refused as the FAI statutes don’t allow it.

FAI international events are under the responsibility of NACs that pledge to follow the FAI rules when joining the FAI. The organisers and NACS, when signing the CIVL application form so their events are published on the FAI calendar with Cat 2 status, also pledge to follow these rules. When organisers accept pilots whose NACs are suspended, they and their NACs can be considered as violating the FAI rules and penalised accordingly.

Organisers should be aware that the situation is closely monitored by many. The CIVL can only encourage organisers to respect the rule strictly.

How to apply the rules

From the Common Section 7 document:

The rules for Second Category events shall be based as far as appropriate on those for 1st Category events and must not conflict with them in principle.

6.1. Local Regulations and Hierarchy

These are the rules for a specific event prepared by the Competition Organiser to supply additional information and rules to team leaders and pilots. They are to be used in conjunction and must not conflict with the General Section and Section 7 of the FAI Sporting Code. They should also cover those areas where Section 7 or the General Section give discretion or a choice in the rule. The hierarchy of rules is that Section 7 takes precedence over the Local Regulations and the General Section takes precedence over Section 7.

My reading of these statements in the CIVL Section 7 Common FAI Sporting Code, is that if there is no local regulation regarding the allocation of a certain penalty, then the rule from the Sporting Code 7A applies to the assessed penalties.

I find it interesting that they mention "law" in this sentence. Other than a proforma mention of national regulations there isn't any other reference to the laws.

On February 28, the FAI Executive Board suspended the NACs from Russia and Belarus and remove their rights to organise or participate in competitions. The CIVL Bureau asked the FAI Secretary-General to issues FAI Sporting Licences to individuals for these two nations if they requested it, so they could participate in events under the FAI flag. Our demand has been refused as the Sporting Code General Section (3.1.3.5) specifies that the right to issue Sporting Licence shall not be exercised if a NAC is under suspension.

A task is concluded by crossing the goal line in the direction from the last cylinder before goal with a different centre point than goal towards goal.

In hang-gliding, the goal line is now also replaced by a semi-circle facing away from the previous turnpoint.

6.2.2.1 Goal line

The goal line control zone consists of the semi-circle with radius l/2 behind the goal line, when coming from the last turn point that is different from the goal line centre. Entering that zone without prior crossing of the goal line is equivalent to crossing the goal line.

8.3.2 Goal line

To reach goal in the case of a goal line, the goal line must be crossed in flight. This is achieved when a line drawn between two adjacent points in the pilot’s tracklog crosses the goal line in the correct direction.

Marked specific to paragliders:

Entering the goal control zone (semi-circle behind the goal line, see 6.2.2.1) from any direction without prior crossing of the goal line is equivalent to crossing the goal line. To determine whether the goal control zone was reached, the same tolerance calculations apply as for full cylinders (see 8.1).

CIVL creates their own event management system

The Cat 2 organizers are welcome to host their events there. The publication is free of charge. And it saves time to verify participants' ranking and ID. From now on all events' results will get WPRS ranking via this server. So you can check your current rank on the page https://civlcomps.org/rankings

So, even if you are currently registered with CIVL (I am), even if you are not a "NEW" pilot if you want to be included in the list of pilots in a competition that uses this pilot registration system, you'll need to register here.

If you know your CIVL ID you can search for your existing record/profile at CIVL and it will be used for registration here. You can also search the existing CIVL registration database for your name and then use the results to register here.

I don't have a clue as to why CIVL created their own event registration system as we already have a very well functioning system with Airtribune that has been improved over its lifetime. I guess somebody didn't like it.

CIVL Bureau has analyzed hang gliding and paragliding competition statistics and decided to unfreeze WPRS from November 1, 2021. Although such parameters as the number of competitions and the number of participating nations have not yet reached pre-pandemic values there is a steady improvement especially with HG Class Sport, PG XC, and PG Aerobatics that are now at about 90% and the others already exceeding 60%. The tendency is positive. Having taken into consideration the fact that the return to normal ranking will take up to 18 months the Bureau decided to unfreeze the time devaluation factor that was blocked since April 1, 2020.

For those who are interested in the method of unfreezing, here is the explanation from Joerg Ewald who is taking care of the process.

Joerg says: “Over the next 18 months, every month we will reduce the period covered by the WPRS by one more month until we’re back to the regular 36 months. During this time, as is the case right now, only the oldest 36 months will see the degradation built into WPRS. All newer comps will remain at full Td value.”

2022 CIVL Plenary »

The 2022 plenary will take part in Belgrade, Serbia, at the Crowne hotel, from January 27 to 30. Its program will be similar to our regular “live” meetings, with open sessions the first two days and formal sessions the last two days. The plenary will also be accessible online via Zoom like in 2021.

We hope that a lot of participants will come to Serbia. There is nothing to move forward like meeting physically. If you do come, we recommend that you stay at the Crowne hotel. We negotiated very attractive prices (€80 single, €100 double) for a hotel of this standard. The facilities offered are very good.

Practical information will be posted soon.

The organisers of the World Paragliding Championship to take part in Tucuman, Argentina, from October 31 to November 13, 2021, and the CIVL Bureau have agreed that the championship could take part in “safe, fair and satisfying” conditions. Competitors, officials, and other participants are granted a special status to enter Argentina and stay for a period of one month. Are expected 150 pilots from 40+ nations.

I've asked what this actually means.

So that they don't have to quarantine?

No vaccination requirement?

No recent covid test requirement?

We just released FS 2021 R1.0, which introduces GAP 2021:

· Fix error in time points reduction formula in stopped tasks with multiple start gates

· Start the Leading Coefficient graph used for leading points calculation at task start time

2021 Worlds Postponed to 2023

In the last few days, the national aero clubs or delegated authorities of Australia, Austria, Brazil, Italy, Great Britain and the USA have informed the organisers and the CIVL that they do not intend to participate in the coming World Hang Gliding Championships to start on July 18, 2021, in Krushevo, N. Macedonia. They all underline their concerns about the pandemic and the consequences on travel restrictions for persons and equipment.

Although locally all requirements are met, it is obvious that some communities are not ready to follow. With so many top nations not participating, the championships have become senseless. It is with great regrets that the organisers and the CIVL have come to the conclusion that the 2021 championships will not take part and will be postponed to 2023.

Just a comment here. It was pretty obvious back in March and April that there was very significant resistance to holding this competition in 2021, but the organizers chose to ignore all this. They could have very easily surveyed the delegates from these countries and found out that they were likely to choose not to attend months ago. They had to find out the hard way.

I inform you that the Italian Hang Gliding National Team has decided to not participate in the 23rd FAI World Hang Gliding Championship, which will be held in Krushevo from July 18 to July 30, 2021.

The decision has been taken by the pilots and the Team Leader of the Italian Hang Gliding National Team and fully supported by the Italian NAC.

Dear Mr Lukanov,

It is with immense regret that, after a thorough evaluation of all the factors known today, I have to inform you that the Italian Hang Gliding Team has decided not to participate in the next World Championship which will take place from 18 to 30 July in Macedonia.

The main reason is sporting fairness as, due to the current pandemic situation in the world, the participation of all teams is not guaranteed regardless of their will. We have repeatedly asked the organrzer and the CIVL to postpone the event, but our appeal, as well as that of other teams, was not heard.

Secondly, the uncertain health situation in the host country and the anti-covid regulations in Italy, which would now impose quarantine upon return also contributed to the decision as pilots cannot lose that many days of work after such a very difficult year.

We are very sorry we cannot defend our title because there would be nothing more beautiful for us than fight for another chance to step on the top of a world podium and being able to sing our national anthem in full voice. But we strongly believe that the importance of a victory is measured on the value of the opponents. If a good part of those cannot be present that value fails.

The current situation in Macedonia is still precarious and uncertain (see chart below). Today, even when their situation has largely improved, their numbers are similar to what the US or EU were showing during the worst part of the pandemic.

Also, they still have restrictions in place regarding public gatherings, restaurants serving outdoors/take away only and it looks like glider transport might be even more challenging right now.

In addition, the US Department of State issued a level 4 travel advisory to Macedonia "do not travel to North Macedonia...

Moreover, the FAI/CIVL announced some days ago that they were not going to send a Steward to the pre-Pan-American Paragliding in Brazil when the COVID numbers at that point were still better than the numbers in Macedonia during the same period (link to Oz Report: https://OzReport.com/toc.php?25.082#4), but apparently they think the numbers are fine for the Hang Gliding Worlds.

On top of all this, for pilots from certain countries it is almost impossible to attend, even if they wanted to, due to before, after or before and after travel restrictions or some others will decide that they cannot risk their or their family's health by attending.

It is clear that there is no way of knowing what the situation will be like in a month or month and a half and I truly hope it will be a lot better.

With all this in mind, the current data and my way of perceiving and understanding life, hang gliding, our camaraderie, how we share our sport with our friends and fellow pilots I don't think it is fair, safe for everyone or that it makes sense to rush this championship; therefore, my decision right now is not to participate in this event.

I, personally, cannot understand that the FAI/CIVL left this decision to pilots and organizers when we are talking about a world health safety situation and they are in charge of overseeing safety and fair conditions and opportunity among pilots, which is clearly not the case right now.

I will continue to look forward to the next opportunity where we may fly together as a team and stand on the podium together.

Brasil has just officially announced they are out. I have been talking with John and Zac today. I think we are all aligned in not wanting to attend if we can’t get all of our competitive team over there and also not wanting to participate if a good number of other good teams can’t make it. With where we are now, I too am not going to participate. Zac and John can speak for themselves but I believe they hold a similar view.

Zac also indicated he would try to reach out to others on the top 15 list to see who might still be interested and committed to going from the US.

I don’t want to prejudge or influence the decisions of others but I personally believe that if we do end up with no strong individual interest with the evolving circumstances, then it would be useful to indicate that position to CIVL and the organizers as these other countries have.

Here is the current situation:

We recently held two US National level competitions in Florida at Wilotree Park. We carried out COVID-19 protocols. We obviously think that you can carry out competitions safely. Here's why:

1) Hang Gliding competitions are held outside where the risk of infection is an order of magnitude lower than inside.

2) If all pilots are vaccinated the risk of infection is so much reduced that masks are not required.

3) Pilots can avoid contact with non vaccinated people.

After much deliberation and consideration of the input received from international teams, pilots and the Hang Gliding committee, CIVL will support the decision of the organisers to go forward with the FAI World Hang Gliding Class 1 and Class 5 championships from July 18-30, 2021. We recognise that the situation is not ideal and that the burden for some pilots to participate could be significant. However, the majority of countries/teams have indicated that they would send pilots if the event takes place. With this in mind, we believe it is possible to run a safe, fair and satisfying world championship in Krushevo.

The Brazilian Open was supposed to take place from April 25 to May 2, 2021 and be the test event for the 5th FAI Pan-American Paragliding Championship. The current pandemic did not allow it.

The Brazilian Open has now been postponed to May 30 to June 5, 2021. Because the overall pandemic situation in Brazil continues to be a major concern for the CIVL Bureau, it will not send its steward to the event. Hence, the Brazilian Open cannot be considered as a test event for the 2022 championship.

CIVL will be in touch with the organisers to define if, when and how a test event can take place.

Below you will see frames of the period just before and at the time of the collision taken every two seconds from their track log files. You can make your own interpretation of who should have done what to avoid this incident. Tyler is the red glider (978) and Pedro the blue one (969). I have left the pictures at their original size as taken on my computer.

Be aware that at launch Pedro's instrument measured 140' and Tyler's measured 120' of elevation (GPS altitude). Therefore the altitudes displayed in these frames could easily be off from each other by 20' (or more) or not at all.

You can make your own interpretation of what you see here. Note the different climb rates between the two gliders. Both gliders were flying after the collision and both pilots followed the CIVL section 7 rule: "A competitor involved in a collision in the air must not continue the flight if the structural integrity of his glider is in doubt."

After receiving the email from the RRRG regarding our liability insurance situation with regard to the Tennessee Tree Topper I had a few questions that I sent to Bill Bolosky and the RRRG board:

Your email from the RRRG BOD raises a series of questions for me. Perhaps you know the answers.

It is my understanding that none of the flight parks in Florida have any insurance whatsoever.

They certainly wouldn't have any insurance covering any of the thousands of land owners scattered through out the state where we might land.

They do own the flight park lands and most of the time pilots land there.

In competitions we ask pilots to land at designated airfields/goal, so we make sure to designate them so that we can be insured with a competition policy from the RRRG.

During a competition is the only time we have insurance at Wilotree Park and with Paradise Airsports.

Pilots are being towed up by Paradise Airsports on a daily basis. The pilots may land somewhere else. We had assumed that they were covered by their USHPA/RRRG individual pilot liability coverage. Is this not true because they are being launched by a commercial operation?

Is there any point for a pilot who is solely launching from a flight park to have USHPA membership (other than for USHPA and CIVL sanctioned competition)?

Does the USHPA/RRRG not defend any recreational hang glider pilot who launches from a commercial flight park for any liability that they may incur when landing on some unknown landowners property?

How does the SSA handle this with outlandings?

Have I completely misunderstood what the RRRG board has written?

The plenary agreed that if any 2021 World Championship is cancelled due to the Covid-19 pandemic, the organiser will be offered to organise the 2023 championships and, if they accept, the above successful bids will be cancelled.

This is an issue that I brought up previously and I'm happy to see that they took those concerns seriously and took that action that I recommended.

CIVL has kept working efficiently on rules, software and competitions: the chore of what the CIVL has done and done well for 45 years now. So many volunteers must be thanked!

We led some exceptional projects successfully: the CIVL Competition Class (CCC) paragliders, the Application and Event Management Systems (AMS and EMS), the move from FS to AirScore.

We'll see about this move to AirScore.

Air Evènement and the French Federation (FFVL), organisers of the coming World Paragliding Cross Country Championships, are doing their utmost so the event takes place at the expected date in the best conditions possible. All lights are ‘green’, except the most important one, the pandemic, stuck on ‘orange’.

Green. The website is operational. The local regulations have been published. Pre-registration is open: 200 pilots from 47 nations are already listed. The administrations have renewed their support. Planning is on time in every regard.

Orange. The championship will take place in a secure environment with respect to COVID risk. To date, no quarantine is imposed but a negative PCR test of less than 72 hours is required. On site, a PCR test laboratory will be available so everyone can prepare their return home.

Nevertheless, some restrictions must be taken in consideration: travel constraints (some nations know that the probability of sending pilots is very low); curfew; restaurants closed (with no way to offer food and drinks at HQ).

Go/No-go. It is impossible to anticipate what the situation will be in mid-May. Everyone needs to know soon enough what will happen: pilots and accompanying persons to make time-off and travel arrangements; organisers to set in place what is needed.

March 15 has been set and is confirmed as the deadline to go ahead or to postpone the championship to 2023. CIVL will be involved in the decision process; delegates and team leaders will be contacted beforehand.

When we were discussing the changes in the nominal organizer of the 2021 Sport Class Worlds, we received the following possible proposals as relayed by Stephan Mentler, the new organizer:

I just finished a long conversation with Jamie. The CIVL board is having a virtual meeting tomorrow (we are welcome to attend). Jamie let me know that CIVL will not approve the 2021 Worlds with me as organizer. Even with her in the meet director role. This is due to their rules regarding a change of organization team requiring a new bid. My lack of experience just compounds the issue. Additionally, they are expressing doubt that the COVID travel restrictions between Europe and the U.S. will have eased enough to support it. Having said that - there are a couple of options:

1. Davis gets sucked back into the organization team with Jamie as meet director, me as the official organizer understudy. We set a drop dead date of February 1 for either lifting of COVID travel restrictions or established government plans to lift restrictions (e.g. on January 30th Italy announces that they will permit unfettered travel to and from the U.S. without quarantine requirements). If there is no lifting of restrictions or planned lift as of February 1, the event gets cancelled.

2. We reapply and do another Sport Class pre-worlds. Jamie is meet director again. And I lean on Davis as necessary to get things working for a World Championship in 2022 - which means Jamie and I are committed for the next two years.

We felt that the likelihood of being able to run a Worlds in April 2021 given the likelihood of continued travel restrictions was pretty small, so we opted for the second alternative, which it turns out wasn't actually being offered by CIVL. (We still have the option of applying for the 2022 Sport Class Worlds.)

To my fellow competition pilots, in planning for next year’s planned 2nd FAI Sport Class Worlds (postponed from 2020), the outgoing competition Organizer (Davis/Belinda) coordinated with CIVL to ensure a smooth transition between organizers (Davis/Belinda to me and my LLC, HGRAC).

Part of the transition included having a supremely qualified Meet Director, who graciously volunteered, along with Davis and Belinda aiding the new organizers in an advisory/oversight capacity. In principle, CIVL communicated their support; albeit, apprehensively given the number of uncertainties – we believed that formal approval was forthcoming.

Davis and I proceeded as if the Championship would occur. Unfortunately, we were informed by CIVL, on Friday, that they would not sanction the Competition due to the change in organizers. We attempted to salvage the situation by proposing a re-bid for 2022 with next year being another test event with the new organizers. Unfortunately, we were told that this would not be acceptable either. To be fair, I do not bring hang gliding competition specific organization experience to the table - especially organizing a Category 1 Event – I believed that our plan mitigated any risk of failure.

We are moving forward with the Paradise Airports Nationals and Wilotree Park Nationals, which will include Sport Class – which we expect will be officially sanctioned by both the USHPA and CIVL as category 2 competitions, as has previously been the case.

Mitch Shipley, who is part of the CIVL Bureau, has also told me that if the 2021 Wilotree Park Nationals goes well for the sport class pilots, CIVL may be open to letting Stephan being the organizer of the 2022 Sport Class Worlds, if he applies for it, which he has said that he would.

With 16,000 pilots from 73 nations scored in 2020 despite the pandemic, the CIVL World Online XC Contest (WXC) is an amazing success. Meet Andreas Rieck, the man behind the scenes who, for many years, has been running the WXC.

You are the key person to run the CIVL WXC and IGC validation server. We are very grateful for your work and thank you for the time you have dedicated to the development of our sports. There is a saying: ‘People should know their heroes.’ So if you do not mind, we would like to introduce you to the global community. What is your education, your job?

Originally, I have studied Radio Electronics (mil. aviation). Since 1993, I have been working within the IT world with companies like Sun Microsystems and Oracle. Presently, I am a Senior Technical Analyst for Drive Lock SE, a security software. I’m also a paragliding instructor working most of the time at SIV courses in Austria. SIV stands for Simulation des Incidents en Vol : simulation of inflight incidents. I also run my own little school for online learning since 2018: it is a consulting company for other schools that want to implement online learning in virtual classes.

We know you are a very good paragliding pilot who used to be in the world top 300 pilots, but the last decade you have not been competing actively.

Yes, you are right. I stopped competition activity after an accident I had as an Air Marshal during the 2007 World Championship in Manilla, Australia. A gyrocopter used by the press was involved. For now, I would rather say, I am in ‘Pause’ mode, not stopped :-).

Tell us about the creation of WXC. When it has begun? When the first Online XC contest appeared? When they were united under WXC?

The German-based team around Reiner Rose, Dr Hans Trautenberg (who was a member of the FAI International Gliding Commission, IGC) and some other developers started in 1998 to develop a platform for sailplane pilots.

Then, in 2003, the Hang gliding/Paragliding World Online Contest started in Germany under the DHV responsibility. It was published on the www.onlinecontest.org platform, that’s why the well-known acronym is still OLC. It was – and still is – a purely private and non-profit organisation. I’m really happy that the original OLC has, since 2014, the status of International Affiliate Member of the FAI/IGC. A great progress.

Sadly, in 2006, the use of the wording DHV OLC World Contest created a political issue for the DHV at CIVL level. Such ‘World’ status could be run only under the FAI umbrella where all nations are together and not just by one single national aeroclubs or delegated federations – we call them NACs – ,or by one single platform provider.

At the same time, the owners of OLC decided to develop the next Java-based online contest platform, OLC 2.0, without the previous volunteer developers like myself. I got an offer, but I had to sign an official contract which was not possible for me as an employee. So there was a need to find another open-to-volunteer concept which would make, hopefully, every nation and the CIVL happy.

In early 2007, I discussed with the CIVL officials the idea of a centralised scoring server with fewer features, just scoring. The idea was to connect all national servers or contest providers to a single system, score their national championship flights and advertise the national contests as much as possible. We started building the WXC in October 2007 and its first season was 2008, so you can say that 2008 celebrates the birth of WXC.

2020 has been a slow year. All our Cat 1s have been postponed or cancelled. Most Cat 2s have been postponed or cancelled. Competition flying is back, but Covid-19 is unpredictable, some first waves are still rolling and some second waves are getting stronger.

There is no way to anticipate what will happen in 2021. We will take it as it comes and rely on national federations to issue the rules on their territory very much like we did in 2020.

2021 Championships

We have four confirmed World championships in 2021

· April 18 to 27: HG XC Class Sport in Groveland, USA
· May 22 to June 5: PG XC in Chamoussey, France
· July 18 to 31: HG XC in Krushevo, N. Macedonia
· October 7 to 16: PG Accuracy in Prilep, N. Macedonia
· Date to be defined: PG Aerobatic in Trasaghis, Italy

Only the PG Aerobatic had a proper and well-run test event in 2019. No special requirement is needed for the 2020 postponed event to take place in 2021.

The test events for the PG XC, HG XC and PG Accuracy were cancelled. The CIVL Bureau has the authority to allow a championship without a test event (Section 7 Common 2.4.5). The Bureau has decided to do so but will request the following:

The championships must be preceded by official training days Each competition will define in its local regulations, to be published six months before the event with the CIVL Bureau approval, the training days specifics.

As a principle

· There should be no less than 3 training days
· The CIVL Stewards will be present
· Safety and weather briefing will be available
· Transportation to take-off will be available
· Assistance at take-off will be available, including first-aid personal
· In XC, live trackers will be available
· In Accuracy, a target will be available
· Services may come at a cost

The aim is

· To test the organisation
· To allow pilots to get familiar with the sites in a secured environment

2022 Championships

These will take part at dates to be confirmed.

· PG XC Pan-American in Governador Valadares, Brazil
· PG XC European in Pantelej-Nis, Serbia
· PG Accuracy in Taldykorgan, Kazakhstan
· PG Accuracy European in Sibiu, Romania
· HG XC European Class 1 in Monte Cucco, Italy
· HG XC Pan American Class 1 in Big Spring, USA

Test events were ran, except for the PG XC Pan-American.

No new test-events will be required, although organisers might organise some in 2021. The PG XC organisers are planning to do one in Nish on July 23-31.


The following 2022 championships are still open. Bids should be received before December 1, 2020.

· PG XC Asian Oceanic
· HG XC Class 1 Women, Class 2 and 5

2023 World Championships

Bids are open in all disciplines and should be received before December 1, 2020.

But…

If any 2021 World Championship is cancelled due to the Covid-19 pandemic, the organiser will be offered to organise the 2023 championship. The organiser will have to commit at the same time as the 2021 cancellation will be decided.

Such postponed championships will have the priority over the bids approved by the 2021 plenary.

In other words, bidders for 2023 World championships should be aware that if the 2021 championships are postponed to 2023, their successful bids will be cancelled.

ISSUE OF THE WORLD HANG-GLIDING XC CLASS 5, 2 AND WOMEN

The 2020 events have been cancelled. So far, these events have been organised as stand-alone or combined in different ways, even once including Sport. Currently, there is a discussion within the CIVL Hang Gliding Committee on what could be the best solutions acceptable by organisers.

It is not impossible that a World Class 5 and/or Women will be organised along with the 2021 Class 1 event in Krushevo.

Advance notice is required for all record attempts, except at the competitions where FAI officials are present and proper arrangements have been made to control the attempt. The pilot must make the record attempt declaration to his NAC prior to taking off via email or electronic means.

Well at first glance, this seems to be a nice evolution of the process, unless you consider the implication that you must have internet/cell access to declare a task (For sure, not something that I have at L+13 in Washington State).  It also assumes your NAC has put in place a process that complies with the Sporting Code  section.

I also find curious, this amendment fails (or eliminates) the use of an Official Observer and the overseeing of a record attempt, or at least overseeing the “declaration” (since there is no additional wordings in the section that would suggest that the previous alternate procedure can be used).

This is a substantial change in the procedure, going from "No notification is required for a record attempt" to "Advance notice is required for all record attempts."

I am reaching out to let you know about the status of our last remaining nationals event this year, the Hurricane Open. A condition of retaining sanctioning for the event is obtaining insurance that meets minimum coverage requirements for the various parties involved. Currently, the Hurricane Open has not passed underwriting by the insurance company, but they are working on making the necessary changes to be reconsidered for coverage. We hope the organizers are able to successfully address those changes. In either case, I’ll keep you informed about their USHPA sanctioning status since that impacts their CIVL Cat 2 sanctioning status as well.

The FAI Executive Board and the Presidents of Air Sports Commissions had a Zoom meeting on May 7, 2020.

The agenda stated:

Covid-19 has created significant problems worldwide. Sports and meetings have been seriously impacted. The variations in governmental approaches to the health threat have made the situation more difficult to manage at an international level.

The intention of this agenda item is to understand what Air Sports Commissions have achieved, how this has been done and any particular problems or issues that have arisen.

This discussion will then provide guidance for the discussion about how to handle championships (in 2020, 2021 and further) under a continuing and unspecified Covid-19 threat.

The following came out of the discussion:

It is to each Commission, for each discipline, to evaluate the specific situations.

Commissions are trusted to take the appropriate decisions.

The role of the FAI Executive Board and Secretariat is to share, assist and support the commissions as needed.

CIVL current situation

CIVL policy decided early on (March 15) in agreement with the FAI President and Secretary General is confirmed.

Cat 1 or Cat 2: we let the organisers decide and we support them as much as we can.

Cat 1: Engaged expenses for CIVL Officials that should have been supported by the organisers are paid by CIVL. Spots are reserved for 2021 or 2022 for postponed events

Cat 2: Administrative fees for cancellation are not charged. Events are scored in the WPRS even if they don’t follow strictly the FAI calendar 30-day rule.

There is an ongoing discussion on scoring competitions in the WPRS but freezing the devaluation factor. Decision is pending.

4th FAI Pan-American Paragliding XC – Baixo Guandu, Brazil – March 7 to 14

Apparently has caused some confusion. Here's what it means:

Note that the designation of “enter” or “exit” cylinder has been removed, to reduce a potential source of confusion and task setting errors. Whether a turnpoint is considered reached is determined either by the presence of a single tracklog point inside the turnpoint cylinder’s tolerance band, or by the presence of two consecutive tracklog points which lie on opposite sides of the turnpoint cylinder boundary (a “crossing”). The direction in which such a crossing occurs is irrelevant.

Task setters may still choose to indicate whether the start or subsequent turnpoint cylinders are “enter” or “exit”, to explain their intended task route. But pilots are not bound to those indications.

2020 Pan-American Championships and Pan-Americans Postponed

Here is the email that went out today;

We have made a final decision to postpone the 2020 Pan-American Championships and Pan-Americans. Currently the FAI/CIVL would not allow us to run the Pan-American Championships in 2021 as it would conflict with the 2021 World Championships, whose organizers refuse to move their competition to 2022. How this will be resolved finally is uncertain, just like everything else. So we currently are required to postpone to 2022.

Why have we made this decision?

First, the situation in Texas:

1) We are aware of the fact that at the moment Howard County has only four confirmed cases of covid-19 with one death (the first confirmed case), but Texas has 28,087 with 782 deaths (Thursday evening).

2) The number of new cases in Texas each day is not decreasing (which is a requirement to "open up" the state).

3) Texas recorded a record number of deaths for one day - 50 on Thursday, as it prepares to re-open on Friday.

4) We do not know if Texas will meet its benchmarks to allow the state to "re-open."

5) They are not meeting the US Guidelines.

So the situation in Texas is uncertain, although the pandemic is not affecting Howard County greatly. It is unclear what the state government will do regarding restrictions by August.

It is difficult to travel to Midland-Odessa, to Texas, to the US from overseas.

1) Quarantines:

"Governor Abbott mandates a 14-day self-quarantine for air travelers from NY, NJ, CT and New Orleans. That Executive Order is expanded to air travelers from additional hotspot locations, California, Louisiana, Washington, Atlanta, Chicago, Detroit and Miami, and to travel by car from Louisiana."

2) Regarding airline travel, the CDC states:

"Travel Recommendations

Cases of coronavirus disease (COVID-19) have been reported in all states, and some areas are experiencing community spread of the disease. Travel increases your chances of getting and spreading COVID-19.

CDC recommends you stay home as much as possible, especially if your trip is not essential, and practice social distancing especially if you are at higher risk of severe illness. Don’t travel if you are sick or travel with someone who is sick."

3) Both international and domestic airline travel has been severely impacted and we are uncertain about whether pilots would be able to travel to Midland-Odessa, especially from Latin America.

4) CDC recommendation for international travel:

Stay home for 14 days from the time you returned home from international travel.

This would seem to be applicable to international travelers coming to the US also.

5) Travelers coming from Brazil, Ecuador and other Latin American countries may be coming from covid-19 "hot spots." Therefore they could be bringing the virus to Big Spring.

Again we do not know what restrictions will be in place the first week of August, but this level of uncertainty makes planing difficult.

As a member of USA Cycling we have watched what that organization has done with its national competitions. All the National Championships (they have 14) through August are likely to be postponed, have been postponed or canceled.

We are open to suggestions about what to do about a competition in Big Spring in 2021.We are willing to provide substantial assistance to anyone choosing to organize a 2021 Big Spring Nationals (apply to the USHPA early October, 2020).

Someone may be willing to organize a competition in Big Spring this year. We are willing to assist them.

Thanks for your support for the Pan-Americans and the competitions in Big Spring. We had hoped for better news, but we'll just have to wait and see what becomes feasible in the future.

The CIVL Delegates' work during the 2020 Plenary resulted in a number of changes to Section 7 of FAI Sporting Code and its subsections. The amended versions are published on the website and become effective on May 1, 2020.

Among the initiatives introduced this time, there are allocation rules, eligibility to compete, safety issues, a change in the method of fees calculation and payment, more flexibility for cat 2 organizers to accept local pilots, category 2 events requirements, badges receiving made easy and many others.

Important work has been done to define the process of penalties, complaints, protests and appeals in Cat 2 events. It was reviewed for all sports including XC, Accuracy and Aerobatics.

As usual, a number of changes were introduced in Accuracy: target, relaunch, use of video, exemptions to compete, etc.

Significant changes have been done in the GAP scoring: no more final glide decelerators and conical ESS, no more Exit-Enter cylinders (including start), clarification of task distance calculation, PWCA leading and time points for paragliding, best score for FVT validity, etc. Find about it in Section 7 F.

Records from now have a free distance variation and also a possibility to equal the previously made record.

CCC paraglider requirements have undergone a serious revision, answering the problems faced in 2019. The rules have been simplified and re-written to exclude linguistic misunderstanding. Also, the new forms to be filled in order to apply for certification were introduced. Check Section 7 G with Annexes A and B.

The 1st FAI Asian-Oceanic Paragliding XC Championship scheduled for December 2020 in Bright, Australia is cancelled, due to the current and ongoing worldwide crisis surrounding the Covid-19.

David Snowden writes:
‘It is with great disappointment that, on behalf of the organizational committee, we are taking this decision. We have been made aware that Australian national borders will remain closed for international travel for an undetermined period. We can surmise that this restriction is likely to continue through 2020 and prevail several months into 2021. There are also likely to be ongoing restrictions to travel from particular listed or countries with high infection rates. As well as the obvious risk of reintroducing infection from overseas, we believe the event would not have fair representation from several eligible Asian-Oceanic nations in the event of selective restrictions to entry into Australia.

This is clearly a “force majeure” “for the reason of significant risk to the safety of the participants” or “any other situation in which the safe and appropriate conduct of the event is no longer objectively warranted.”

We fully appreciate the offer from CIVL/FAI to postpone the championships to 2021 or 2022. At this time we remain unable to assure the health and safety of pilots, organizational staff and community in the 2021-22 time frame. We therefore regretfully withdraw from the bidding process.

Although all parties within the organising committee (COPROJ) tried to stay optimistic, the Covid-19 pandemic is ruling out the competition that should have been the test event for the 2021 World PG XC Championships, in Chamoussey, France, from May 23 to 29, 2020.

• Confinement in France is prolonged at least until April 15
• Pilots of all nations may lack the possibility to travel
• Pilots will lack the training to make sure the expected 120-glider event will be safe
• As per France’s requirements, we cannot rule that the event is ‘necessary’

The event is cancelled, not postponed.
The CIVL has agreed that the World Championship will take part next year although without a test event being run.

COPROJ thanks the volunteers who were ready to get involved, and the private and public sectors that supported us.
We will now refund the entry fees, negotiate new contracts, pay our debts.

Belinda has sent out all the refunds for the 2020 World Championships, the 2020 Paradise Airsports and Wilotree Nationals other than three cases that require more information to allow the transfer to occur.

Everyone gets their money back in full. We absorb the banking fees required to send out the money.

So far the 2020 Pan-American Championships have not been postponed, although it is very likely that they will be. So no refunds yet for this competition.

We are awaiting a payment from CIVL for half the Airbnb rental deposit for the CIVL officials. We assume that they are good for it.

We appreciate everyone's patience as we go through this refund process and try to keep the books in order. We are sorry to cause this inconvenience.

Regarding the coronavirus

As most sports organisations, the FAI and CIVL have to face the challenges raised by the coronavirus pandemic. As the situation evolves day by day and country by country, it is impossible to come up with definite statements and solutions. This is today situation. We will be updating as needed.

FAI and CIVL

The FAI President, Executive Board and Secretariat are following the situation closely and regret the disruptions, but feel like they are not in the best position to take comprehensive decision. They trust the Air Sport Commissions (ASC), that are much closer to the realty of their disciplines, to make the right choice. And, of course, they offer their help and support when needed.

A bit in the same way, the CIVL feels that the organisers are in the best position to take the right decisions according to the situation in their country and their federation or government’s recommendations. CIVL will help and support as much as we can.

First Category Events

On the organisers’ request, CIVL agreed to the ‘suspension’ of both the:

- World Hang Gliding in Class 1 (women), 2, 5 and Sport in the USA, starting April 19.
- Asian Paragliding Accuracy set in Kazakhstan starting May 30.

For these events, the CIVL returned the sanction fees to the organisers and covered any travel expenses of its Officials.

‘Suspension’ is a practical term that allows giving time so we can think carefully about the next step.

Are still pending the:

European Hang-Gliding in Italy (starting July 4),
European Paragliding XC in Serbia (July 18),
Pan-American Hang-Gliding in the USA (August 2),
World Paragliding Aerobatic in Italy (August 5),
European Paragliding Accuracy in Romania (August 28)
Asian-Oceanic Paragliding XC in Australia (December 5)

These later dates allow everyone some time to take decisions. We should neither overreact nor be lax. The trick is: how long before the event is the proper time to take a decision.

Second Category Events

So far, we’ve had requests for postponement or cancellation of events from Brazil, Czech Republic, Italy, Japan, Korea, Japan. We are expecting more on a daily base.

What the CIVL Bureau has decided:

Postponements are allowed even without reserve date or outside the time frame defined by our rules. In case of cancellation, sanction fees are returned fully (without administrative fee), but we encourage organisers not to claim them and use them instead for their next event (to avoid bank transfer charges).

We trust the organisers to anticipate and not wait to the last minute to postpone or cancel, so pilots have time take proper measures.

Due to the coronavirus threat, in agreement with the CIVL and FAI, the organisers of the World Hang-Gliding Class 1 Women, 2, 5 and Sport championships have suspended the event that was to take part in Groveland, USA, from April 19 to May 1.

Alternative solutions are being studied. The most likely is a one-year postponement. The event would then take place in April 2021. The organisers and the CIVL will keep you informed of the decision taken as soon as possible.

We extend our regrets to the pilots and organisers regarding this unfortunate situation and the impact on the planned event.

AMS System - Points for consideration for the future.

As promised please find below my summary of comments as collected from the discussions I had with CIAM Bureau members and also I am including some personal opinions more related to technical matters.

In general I can say that this application is very helpful. This year was extensively used from November to December by most of the CIAM Bureau members who actually registered the events for 2020. Next year they will train the individual organizers so to be able to use the system by themselves for the 2021 events.

We registered more than 350 events with not any real problem.

Below are the comments I mentioned above and also please find attach a report from one of CIAM Users who registered more than 100 events.

1. A lot of windows remains open while using the system (adding, searching etc). For every action a new window is opening.

2. Similar to the above. When you apply a filter to select an event or events and then you select one to view it. A new window is opening. If you press the browser go back button instead it is going to a screen where the filters are not there. You need to find the exact window so not to lose the filters used.

3. A lot of emails are generated. Maybe it is better to digest them by day instead one for every single action. Of course the format of such an email is to be agreed.

4. If you have used a workflow to register an event and then you decide that you have used the wrong workflow the only solution is to delete the wrong entry and register a new event from the beginning.

5. Not all cities are included on the database and no access to the database to include the new cities to it. Sometimes when the city is not included the saved city is storing also other information like, country or zip code. Kyrylo did a fix for that but as I can see sometimes this is repeated.

6. Entry fees are possible only in Euros. When an event is happening outside Europe this is a restriction. Of course the value entered can be in any currency but the title is restrictive.

7. When you are adding a new field as administrator (for example I add Entry Fees for Junior) there isn’t an option for Numeric fields.

8. When it comes to add the disciplines to the competition if this is only one it is OK. However in CIAM an event may have more than one discipline. In that case you need to do a lot of actions to include all of them. If you could choose all the disciplines with one multiple selection that will be even better. This is a must for CIAM.

9. Organizers. Sometimes the organizer is the same Club or organization but then the contact person is different. In that case we need to add fake organizations in order to be able to add the correct person for each event.

10. Export. The export in excel needs to be improved. We need to have all the information available. For example if there are Hosting NACs, or Participating NACs or Organizing NACs we need to have them displayed. The ISO country code is not useful. Better to present the IOC country code. The info about the organizers is completely missing. When published the FAI Event ID is not displayed and finally when an event is with more than one discipline the same information is displayed for all disciplines like Juiors, Seniors, Male, Female, description of the discipline. For CIAM what it is necessary is only the code of the discipline.

11. No reports or exports exist for the Master files.

12. It is unclear how to do the corrections when the event is published and how this correction will be triggered by the API so to update the main database which is updating the web site.

13. If we have an option to name the displayed field names will be a good option. Some of the legends might be different from one ASC to the other and this option will help.

14. We need to agree the options for payments.

The Cat 1 sanction fees that organisers pay to CIVL do not cover the expenses that occur to CIVL (medals, steward training and stipends, Live-trackers manager’s stipends, expected Jurors’ stipends…).

There are no financial differences between World and Continental Championships and the difference in sanction fee ceilings, and the idea itself of a ceiling, seems unjustified.

Cat 1 sanction fees have stayed at the same level since 2004. It is time to adjust them to the reality of the cost of living.

Hence, the Bureau proposes to the Plenary that:

• There is no more ceiling for Cat 1 events (currently €3,200 for Continental and €5,100 for World)

• The fee per pilot per competition day is €4.50 instead of the current €3.20. This is under the 2004–2019 inflation rate.

Deep concern on the actions of Mexican NAC that install financial conditions to organise PG/HG Cat 2 events. Competition organisers requested the support of FAI. Decided to rank Mexican events even without NAC sanction and no publication on the FAI Calendar.

Allowed events in Italy to be sanctioned and ranked while the NAC is non-operative due to political issues.

Allowed events in Mexico to be ranked while the NAC is suspended for non-payment of its FAI subscription.

Allowed the organisers of the test event for the 2020 Asian-Oceanic Paragliding championships to modify the dates if necessary in consideration of the climatic conditions (fires).

Authorised a report of a Cat 2 event in Ecuador due to the political situation.

Local regulations have been approved by CIVL Bureau and published on fai.org.

Must not have finished in the top 2/3rd's of a non-Sport Class Category 1 competition held since January 2014. Are required to have at least 1 WPRS point in the last 36 months (earliest date in January 1, 2017). Must have flown in competition with at least 10 pilots (including all classes).

CIVL FS has served us well. It should be developed and maintained as long as there is no reliable replacement. Naviter See You development has stopped for now.

PWCA CompCheck is reliable but designed, updated and owned by an individual. This makes it difficult to be chosen as a CIVL software.

AirScore has been developed by Antonio Golfari, Steward McIntosh and Geoff Wong. It looks promising and seems to fit the needs of CIVL (open source, appropriate technology, online use allowed).

With Joerg Ewald

The contract between Flytec/Volirium and CIVL/FAI will be terminated at the end of the year. Joerg is willing to keep working for CIVL. Joerg agrees to follow FS and WPRS maintenance and development as long as needed. He proposed a budget to the Bureau. Joerg agrees to follow AirScore development and make sure that it answers CIVL needs.

The Bureau agreed to finance FS and WPRS as presented by Joerg. A specific AirScore Basecamp Project will be implemented ASAP. Igor Erzen and Mitch Shipley will represent the CIVL Bureau. The Project will define what exactly needs to be done to transform AirScore in a CIVL-approved software. Deadlines and budget will be proposed. The CIVL Bureau will then make a decision, which will have to be approved by the Plenary.

Long Term

Cross Country Competition scoring has become impossible to understand for most of the pilots and the public. There is something basically wrong when the first group of pilots in final glide to reach the goal have no idea of who will win the task, or when additional software is needed to help understand the consequences of the used formula.

Despite its failings, GAP is considered as our Cross Country bible and alternative scoring formulas have a hard time being developed, tested, implemented. The CIVL Bureau believe that it is time to help the development of alternative formulas that anybody – pilots, public, media – can understand. The aim is to change cross country competition from a full of passion but confidential sport to one that can have media hence commercial impact.

The CIVL Bureau has allowed the test event to be merged with the Bright Open 2020, held on February 8 to 15, 2020. 

The dates of the Championship are not changed: December 5 to 19, 2020.

Not all continents are concerned as the World Air Games (WAG) will take part in Turkey and include the European Championships for Hang Gliding Class 1, Paragliding XC and Accuracy, as well as the World Paragliding Aerobatic.

So we look forward to the bids on:
· Asian or Asian-Oceanic PG XC and Accuracy
· Pan-American PG XC and Accuracy
· Asian or Asian-Oceanic and Pan-American Hang-Gliding Class 1
· World Hang-Gliding in Class 1 Women, Sport, Classes 2 and 5.

Please, note that these championships must take place as far as appropriate from the WAG dates, which will be held September 2 to 17th. Thirty pilots from non-European countries will also represent the 15 top non-European nations in the hang-gliding and paragliding events of the WAG.

The Wilotree Nationals will take place in conjunction with the Worlds if there is plenty of room for additional pilots given our resources. This is a CIVL sanctioned Category 2 and USHPA sanctioned class 1 open competition only. We will know the number of pilots flying in the Worlds in January.

This is a ten day competition (with one rest day). There will also be an official practice day with tasks and scoring.

The is a CIVL Category 2 USHPA sanctioned Class 1 Open class competition that takes place the week before the 2020 Worlds (Women's, Sport, Rigid and Swift). It is open to all hang 3 and above qualified open class 1 pilots. In addition, it is open to Sport Class pilot who don't qualify for the Worlds, Sport Class pilots in the Worlds, Swift and Rigid pilots flying in the Worlds as a warm up event for the Worlds.

It is a seven day competition. Currently there are two official practice days scheduled (Friday, April 10th and Saturday, April 11th). Those practice days would include tasks and scoring for each day, although the scores will not be added to the cumulative score for the seven day meet. So there could be nine days of actual scored competition flying days.

These two official practice days will happen if the Wilotree Nationals doesn't take place because the Worlds is filled up with contestants. Otherwise it will be a seven day competition with unofficial and unscored practice days. We will likely set task for those days.

We all love flying in Florida in the Spring time and we'd love to have you come and fly with us.

Come and register. No need to fill out waivers just yet.

Is it really this bad?

Why is it when I go to the FAI web site, https://www.fai.org/, and click the Sports Tab, and then the Hang Gliding, https://www.fai.org/sport/hang-gliding?upcoming=1&f%5B0%5D=fai_event_year%3A2019&display=list, a don't get a list of anything useful, like documents or meetings?

I can go to the bottom to the hang gliding web page to the FAI section and at the bottom click documents. There I can click Hang Gliding and Paragliding.

Who is designing these web pages, the Three Stooges?

I want to find out who are the CIVL officials. Where do I go?

On this page: https://www.fai.org/civl-documents I click Officials and Experts. I get Judges, Jury and Stewards. No actual CIVL officials apparently.

I do a Google search and find this page: https://fai.org/commission/civl, still no indication of who the CIVL officers are.

I click CIVL/Meetings and go to here: https://fai.org/page/civl-meetings

I find a picture of the CIVL Bureau (executive committee) and I know this is the Bureau because I know some of these people and recognize them. I click the heading below the picture and go to: https://fai.org/news/minutes-civl-bureau-meeting-2018-published-fai-website?type=node&id=24481

We get the Bureau members names which are not attached to their location in the picture and no indication of what their job titles are.

I already downloaded the minutes of the 2018 Bureau meeting: https://fai.org/sites/default/files/civl/documents/civl_sep_2018_bureau_meeting_0.pdf but that didn't help find out who was in charge of what. I already knew that Stef was the president.

Based on a phone discussion with our meet steward and CIVL official, Mitch Shipley, who saw no reason for us to wait for CIVL (and Mitch) to figure out what to do about sport class eligibility, we are opening up the Worlds web site for registration. We submitted a proposal to the CIVL Bureau for a combined World Championships last year. It was approved by the CIVL Bureau and the Plenary. It included the following restriction on who could fly in the sport class:

"Pilots must not have been listed in the top twenty US pilots since January 2008 for entry into sport class. Pilots must not have finished in the top 2/3rd’s of a non-Sport Class Category 1 competition held since January 2014, for entry into sport class.

"(Note from Sport Code 7: 2. 2.3 Other Criteria

If a competition organiser wishes to set stricter criteria, these must be declared with the bid for the event. Any other qualifying criteria must be included in the approved Local Regulations.)"

Here is what Stef, the CIVL President, wrote at the time that the Bureau accepted our bid:

Later when the CIVL Plenary met they also accepted the bid.

When creating the bid and the local rules I met repeatedly with Mitch Shipley who will be our meet steward. Mitch has a trailer at Wilotree Park near ours so I used his advice extensively in preparing the bid and local rules as well at the Risk Management Plan and the Tow Device Supplemental Application for the USHPA. Mitch in addition to being a meet steward is a CIVL official as well as a USHPA official.

Mitch was concerned about his ability to do all the checking (back to 2008) to determine eligibility for the Sport Class. We continued talking about how we could address that issue to accomplish the same goal of keeping open class topless pilots from registering for the Sport Class World Championships.

I edited the latest version of the proposed local rules (CIVL has to give its final approval and I have to send them to them eight months in advance which I have done).

Sport Class pilots will be restricted to those who have WPRS Sport Class points: http://civlrankings.fai.org/?a=326&ladder_id=9&. At the moment that is 329 pilots. Also, open class pilots will not qualify. Here's the current rule in the local rules:

I sent a note on Saturday to Mitch to add the words: "on August 31, 2019" after the word points in the last sentence.

This edit was made to make it easier for Mitch to determine eligibility having only to check 329 pilots (those who have WPRS sport class points).

Only pilots with WPRS points as of August 31st, 2019 would qualify, and this would likely disqualify the following open class pilots who have sport class WPRS points:

Rudy Gotes
Zac Majors
Felix Cantesanu
Wolfgang Siess

Carlos Rolando Alvarado flew in the 2019 Open Class World Championships, but finished 119th. He is ranked number 1 in Sport Class. Felix finished 74th, which puts him in the top 2/3rd's. I don't know Rudy's status. Daniel finished 20th.

I've had recent discussions with Stef and others about the criteria. Stef writes:

I’ve re-read your bid. It is very clear on eligibility criteria for Sport.

As it happens, per FAI General Section of the Sporting Code, the bid is part of the rules. The bid has been reviewed by the HG Committee and accepted by the plenary. The bid’s criteria are not in contradiction with Section 7 so, really, there is not much to discuss.

But there is probably a bit for education. So please integrate the HG Committee’s discussion and be nice and convincing and we can have a wonderful competition.

Our goal with these criteria for entry into the sport class was to eliminate the possibility of an actual open class pilot entering the sport class. We did not want to see repeated what happened at the last Sport Class Worlds where open class pilots dominated. We have been very clear about this from the beginning that we would not run a World Championship if this was allowed to happen. That is what the Bureau and the Plenary accepted when they accepted our bid, as Stef makes perfectly clear.

We are now awaiting approval of the sport class eligibility criteria from CIVL.

The 2020 World Championships aren't open to open class 1 pilots, so we have proposed a CIVL and USHPA category 2 sanctioned competition just before the 2020 Worlds at Wilotree Park in Groveland, Florida, the site of the 2020 World Championships.

Of course, there will also be the Category 1 Pan-American Championships for open class 1 pilots in Big Spring, Texas in August.

Our proposal is for the competition to take place April 12th through 18th, just before the Worlds. You'll find it on our competition calendar here: https://ozreport.com/calendar.php. We are also proposing to have two days of official practice tasks on the 10th and 11th which will include set tasks, live tracking, and scoring for the day (not added to the cumulative score for the competition). Check in will be on Friday morning if you want to do the official task on Friday, and Saturday at the regular times for everyone else (those doing the official task on Saturday come in the morning).

We'll have a web page up for this competition a bit later. We will also apply for sanctioning and that will be decided upon in October by the USHPA.

We figure that nine days of tasks, live tracking, and daily scoring will be attractive to pilots.

The competition will also be open to pilots who have been confirmed for the World Championships. The women, of course, would be flying in the open class. The sport class, rigid wing pilots and Swift pilots would be flying in their own classes. But again, unless you are an open class 1 pilot, you must be confirmed for the Worlds to fly in this competition in your class.

Registration is open on Sunday, September 1st (probably around 9 AM Mountain Daylight Time or sooner - not Australian time and day but maybe Venice).

We are in discussions with CIVL (president and hang gliding committee) as to how fairly to distribute the slots among the Sport Class, Women's, ATOS (Class 5), and Swift (Class 2) Classes. It will depend on who signs up and the first allocation on January 19th. We expect that there will be lots of slots available for Sport Class pilots (as the biggest group).

We are especially encouraging women to come to this Women's Worlds. There hasn't been a Women's World Championship in a while and this is an opportunity to become the Women's World Champion.

We've held a Class 5 World Championship at Wilotree Park previously and pilots had a great time flying in Florida. We hope to see them return to a favorite venue.

Will Manfred and others from Europe show up in their Swifts? We have a good number of US pilots flying Swifts and we look forward to their participation.

2020 Worlds and Pan-Americans

You too can come and fly (and perhaps win the World Championships or Pan-American Championships). The competitions do not just include the National team members. You don't have to qualify for your national team to meet the qualifications to join the competitions and go for the gold (you just don't score for the national team).

The Pan-Americans is a combination of the Pan-American Championships (Category 1) for Open Class 1 pilots and the Pan-Americans (Category 2) for Sport Class, Rigid Class, and Swift Class pilots.

The local rules:

The maximum number of pilots in the combined competitions is 125. The maximum number of pilots in the 2020 Pan-Americans is 40.

The maximum number of pilots that may be entered by a NAC in the 1st FAI Class 1 Pan-American Hang Gliding Championships is 55 total and 50 of one gender.

The maximum number of pilots constituting in the 1st FAI Class 1 Pan-American Hang Gliding Championships a national team is 8 total and 6 of one gender with the top 3 scoring for each day.

So, you see, any one nation can register up to 55 pilots for the Pan American Championship. They may not all get in, but there really is no restriction requiring you to be a national team member. The requirements for the Pan American Championship (but not for the Pan-Americans) are:

In the 36 months before May 1st, 2020, which is 3 calendar months before the championship starts, a pilot has to have:

Been ranked with at least 20 WPRS points in Hang Gliding Class 1

Participated in one or more FAI sanctioned competitions with at least 30 pilots.

The World Championships (Women's, Sport Class, Rigid Class, and Swift Class) are similarly organized. We will very likely have a CIVL category 2 open class 1 competition happening just before the Worlds (like we usually have in Florida in the Spring).

The maximum number of pilots that may be entered by a NAC in the 21st FAI World Hang Gliding Championships Class 2 is 6 total and 5 of one gender.

The maximum number of pilots constituting in the 21st FAI World Hang Gliding Championships Class 2 a national team is 5 total and 3 of one gender with the top 2 scoring for each day.

So you can see that there is plenty of room especially for Sport Class pilots, 45 can register. You do not have to be a member of your Sport Class National Team.

The eligibility requirements for the Worlds depend on the pilot's class, CIVL eligibility rules (see class 1 rules above) and the local rules. The local rules can be found at the World's web site linked to above.

The live trackers have become an essential tool for safety, retrieve and scoring. CIVL has bought a fleet of 170 trackers that Cat 1 organisers can use for free. It includes the provision of devices together with data and technical support. The organisers can use Flymaster's retrieve functionalities available free of charge. It consists of a web interface that shows live tracking data in real-time, alerts landings and SOS messages. It manages participants status and assigns transportation. Once a bus receives an assignment, the driver gets a link to a map with the location of pilots to pick up and pilots receive information that a bus is coming for them. Retrieve system has 2-way communication with participants via Telegram chatbot that automates a lot of manual operations and ‘speaks’ to pilots in their languages.

The pilots made it clear that they wanted the awards ceremony and meal on Saturday night, the last day of the competition and not on Sunday morning at brunch. That meant we had to have a shorter task or a task that brought us back to Big Spring on Saturday. With a 12 mph forecasted southwest wind, that meant a small triangle for the open class and a short downwind task for the sport class.

Sport Class:

Erick R. Lopez won the last task with Ric Caylor second and Anibal Lemus third. Eight pilots made goal with the winner there in 33 minutes (it was a short task).

Jose Sandoval only went eight kilometers, but that didn't stop him from winning overall. Four Guatemalans in the top five.

Swift Class:

Chris won the task again by three minutes and won the meet overall.

The sky was still blue at 1 PM. The temperatures here were about 10 degrees warmer than what we have experienced in the past (104 Vs. 95). The sky has been blue instead of full of cu's reliably appearing at 1 PM. We've also not had good lift conditions until around 2 PM. There has been at least a slight inversion at 1 PM this year.

Three pilots launched at about 1:15 PM and two stayed up but didn't get high. I launched right after we saw them thermaling, and climbed to 5,200' but no higher and then lost the thermal and landed as did Willie Dydo, one of the three The wind was seventeen mph out of the south.

After a new bottle of water I went again at about 2:20 PM and now the lift was there and sustained. I went right up after the Swifts and circled with them over the airport. I circled up to about 8,000' drifting just outside the start cylinder and then went back and tagged it for the fourth start time at 2:45 PM. I was averaging a little over 200 fpm.

I almost took the 2:30 PM clock but decided to stay near or inside the start cylinder by heading back upwind against the seventeen mph wind, to just get the fourth start clock. The Swifts went with me. About six minutes later Erick and Bruce left the start cylinder late, but I was basically on my own. Rudy would take the 3 PM clock.

Five kilometers out I found almost 500 fpm to 8,300' which told me that the day was truly on. There were no cu's in the vicinity though. This can also be a sign that you'd better be careful if you think that all the lift is going to be this good.

That thermal got me to the turnpoint at a little over 7,000' Turning to the southwest, my tail wind turned into a cross head wind of ten mph. I flew almost six kilometers before I found lift down at 4,200'.

I was low and the lift was weak at 220 fpm and I could only climb to 5,800' losing distance all along drifting to the north. I pushed to the south directly into the wind getting south of the course line before once again starting from 4,200' I climbed at 300 fpm to 7,900' but north and east (downwind of the course line and back up the course line) so I had to cover the same ground again.

Heading southwest then south passing under the first cu's, which when they did not have any lift that, I continued to another cu to the south where I found 150 fpm and was heading backwards once again. I moved east a kilometer from 5,400' and worked slightly better lift until I was seeing 1000 fpm on the twenty second averager. I climbed at 400 fpm on average to 9,700'.

There was a large area of uncultivated flat lands to my southwest and toward the second turnpoint. The wind was between eleven and eighteen mph out of the south. A cu formed over me as I climbed and there were now scattered cu's out in front. I was high enough to get over the less friendly area and flew thirteen kilometers to get to the next lift three kilometers from the turnpoint. As I flew toward the turnpoint, I kept seeing wisps of cu's forming to my southwest but they disappeared before I could get to them.

When I found that thermal it took me to 8,000' at over 400 fpm. It was easy to get the turnpoint despite the 13 mph south wind.

Turning east south east twenty two kilometers from goal it looked like there were cu's ahead. Then I spotted Eric and Rudy turning and flew the four kilometers past the turnpoint to them getting down to 4,500'.

The lift was very strong, sometimes at 700 fpm and averaged 540 fpm. Though Erick and Rudy started out about 3,000' over my head I quickly gain most of that altitude up to them flying in the same thermal which was much stronger down below them. I climbed to 9,500' which gave me a 10:1 glide ratio to goal. Rudy and Erick took off about 500' above me and I went with them.

There was a ten mph cross wind going to goal. At first I was all going well and I wasn't losing much altitude, then things changed and I was losing consistently 800 fpm. My required glide was down to 7.5:1 but I was getting 6.5:1. I stopped for a dust devil and a cu above it at seven kilometers out to be sure that I had enough altitude to make it. I came in five minutes behind Rudy and Erick.

It was an incredible competition with great conditions, just what we expect from Big Spring. We held it a week later than normal, and they had rain after four months of no rain. Next year we go back to the first week of August. The only reason we held it when we did was because we wanted to have two weeks between the Worlds and our meet. That was a useless gesture which we won't ever repeat.

The task and safety committees performed brilliantly and made the competitions with their great calls. Mitch was the best CIVL meet steward we have ever experienced, by far. Belinda was a fantastic meet director and very much in charge and worked well with Mitch. Kate Griffin was a fantastic scorekeeper and tracker wrangler. She is very experienced now (Brett Janaway keeps updating the procedures so it is a task just to know what is going on.) Thor was a very calming presence as the launch director and Mike Degtoff was a great second in command at the launch. The tug pilots, Mick, Bobby, and Jim were spot on and their little cooperative of tug pilots is working great.

After careful consideration of all the opinions received, we have decided to affirm our adherence to the CIVL policy of accepting whatever gender is on the pilot’s government-issued identification. The Competition Committee is also considering adding a weight category to competitions to supplement the current categories, beginning in the 2020 season. Please send any feedback on the potential addition of this new class to <competition>.

The weight category issue refers to paragliding not hang gliding.

What is the Earth model used in the Flytec Element Track? FAI Cat 1 comps require the WGS84 model. However, if the Element doesn’t have that model, I would like to calculate what the error would be and adjust the tasks accordingly. Essentially, I want to determine the maximum circle diameter from the Element model that would fit inside the WGS84 circle, thus ensuring that I always hit the waypoints no matter what model is actually used.

Joerg Ewald responds:

Indeed, the Element Track was developed at a time when the FAI sphere was still the earth model used by CIVL in all of its competitions, and that’s what is used there. Unfortunately, I doubt the processor would be able perform the WGS84 calculations. That said, I also doubt that any pilot who flies in an FAI Category 1 event would rely on an Element Track for navigation.

The error you are looking for is well known: For many years, we have been using a turnpoint radius tolerance of 0.5% to accommodate both devices that use WGS84 and those that use the FAI sphere. So essentially, by going in 0.5% deeper than the required radius, you will always be on the safe side. The actual difference varies depending on the direction from which you approach a turnpoint. At the extremes, from East/West, with WGS84 you reach the cylinder before reaching it on the FAI sphere. On the other hand, from North/South you reach the turnpoint first on the FAI sphere, and have to fly further in to reach it on the WGS84 ellipsoid.

You can reduce the turnpoint radius by 0.5% from the values given by the task committee. For example, 10 km turnpoint radius should be set at 9.95 km. And thinking about a recent example, at 53 km turnpoint radius should be set at 52.735 km, or 265 meters smaller. Flying at 50 km/hr it will take you 19 seconds to go the extra 265 meters and then an additional 19 seconds to get back to the edge of the 53 km cylinder (ignoring the time it took to turn around).

The 2019 Big Spring Nationals is the pre-Pan-Americans and therefore uses as much as possible Category 1 rules which includes the WGS84 earth model and the 0.1% error band.

An example of current technology in this space is the highly successful ground-based tracking network, Open Glider Network (OGN) that is already available to all air sports.

In the future, Flight Recorders and their flight data files should exploit the latest technology so that they can be used in all FAI Air Sports in which Flight Recording could be a requirement.

Mission

General principles

To be the reference in terms of electronic devices used in and across FAI Air Sport Commissions

To define FAI-standards for data collection and transmission devices.

To assure the use of the most appropriate measurements devices in competitions and performance flights, in particular to increase competition attractiveness, fairness and safety.

To find cost efficient solutions to technical challenges common to FAI disciplines such as tracking or logging.

Specific areas of concentration

Develop the next generation of FAI Flight Data Collection and Transmission:

1. Live tracking of aircraft during FAI sanctioned events Support for data communications protocols used by existing devices A new standard protocol, suitable for all air sports Standardized packaging of data for presentation

2. Second generation flight data recording A new extensible and modular format for flight data, suitable for all air sports Modern data transfer standards Integration with other avionics

3. Cloud-based support of FAI events Protocols for support of generic tracking devices and flight data recorders Centrally managed data integrity Integration with FAI database of International Badges and Records Integration with FAI Sporting License database FAI archiving of flight data

4 Transaction of business

Via email and/or Voice over IP services like Skype or Zoom. Specific workshop on this topic as part of the preparations of the FAI World Air Games 2022, scheduled to take place in the second half of 2019. Travel costs need to be pre-approved by FAI Secretary General.

Term

Develop such a system and propose it to the FAI General Conference 2021.

CIVL Plenary 2019 has voted to make changes to the calculation principles of Ta parameter in WPRS for PG Accuracy and Hang Gliding. According to standard procedure, all changes voted on the Plenary in February should become effective May 1st, 2019.

In this case, though we came across a problem that implementing new Ta change significantly the ranking on the eve or in the middle of the allocation process for some category 1 events. Having accessed the situation the CIVL Bureau took a decision to postpone the implementation of the new Ta till July 1st, 2019. The main concern of the decision was to maintain fairness and conduct pilots selection according to the same ranking they abide in their run for FAI Category 1 events of 2019.
